Usually its just an issue with intltool not being installed on your server (or not be found). To install intltool just do:

# yum install intltool</description>

  You can find also find an archive copy on

     http://oss.oetiker.ch/rrdtool/pub/libs

  The last tested version of pangocairo is 1.17.
